So where is the rain already???!!!

We're all anxious to get our wet winter going (well, my crew has some feelings about it that aren't necessarily gleeful), but be that as it may - we need this El Nino winter and are all ready for it to begin, right?. So where is the rain?? Actually, December historically experiences below normal rainfall during El Nino winters - and this year doesn't look to be any different.
